School Certifying Official Training Requirements

New School Certifying Official

All New School Certifying Officials (SCOs) at SUNY Schenectady must complete required training to receive the New SCO Training Certificate and gain access to certify enrollments with VA.

  • Accessing Training: New SCOs must log in to the SCO Online Training Portal. New users will need to create an account.
  • Completion & Certification: After finishing the required training, New SCOs will receive a training certificate. This must be submitted to VA, along with VA Form 22-8794 (Designation of School Certifying Officials), through the Education File Upload Portal.
  • Approval & Access: Once processed, VA will notify SCOs when access has been granted to VA systems and they can begin certifying enrollments.
  • Annual Requirement Transition: Once New SCO training is completed, SCOs have fulfilled the training requirement for that fiscal year. Beginning the next cycle (October 1), they must complete Existing SCO Training annually.

Existing School Certifying Official

Existing SCOs at SUNY Schenectady must complete annual training to maintain access to certify enrollments with VA.

Required Modules per Year:

  • Institution of Higher Learning (IHL) → 4 modules

Training Cycle Overview:

  • October 1: Training window opens (updated requirements effective)
  • June 1 – August 31: Reminders sent at 90, 60, 30, and 15 days
  • August 31: Training window closes (requirements must be met)
  • September 1 – 30: Training cycle reset (no training during this period)
